Dave, Please check your ar.cfg file to see if the Next-ID-Block-Size option is set. This is where you define the block of ID returned from the DB to AR. If and when a next set of IDs are needed it will discard any unused IDs. This is normal behavior with this option set. Thanks Kelly

Those are allocated an Incident ID when the New window is opened. If he's on ITSM 7, he can go to the HPD:IncidentInterface_Create form - it will show the records in that "pre-Incident" state.
