This may help, I just had this error on our Mid-tier 7.0.1 P3, but the error has been around since 5.x. Although the message below wan't exactly the solution. Check the Server Name alias on server and in User Preferences. Ours was an misconfigured Report Server, but this put me on the right path. Scott. Server Name Alias for server was all lower case (Remedy Administrator --> File --> Server Information --> Platform).
