API goes against the AR System server so it would be an ARS login.

Hi Everyone,
 
Sorry for what probably seems like a simplistic question but I couldn't find a 
definitive answer in the manual.  We have a consultant in that is writing an 
API program to in theory create Help Tickets from one of our other systems.  No 
problem, know this can be done. 
 
Question is ... what kind of login does the program need.  Does API go directly 
to the database (oracle in this case) or in theory is it logging into the user 
tool?
 
Appreciate your help ... of course everyone needs to know now!
