You can download BFS Password Manager (Bruce F. Sisk developed the
tool).
This tool has some dialog forms and other forms that can allow you to
setup password rules and password expiration rules as well.

The Password reset form that is included can allow certain users (with
certain permissions) the ability to reset the password for other users.
The permissioned user does not need to be an admin.
