It is very often that things show up on the patch download site but have either broken links or the Download button is disabled. Most of the time it is because BMC have not included the proper URL as part of the selected entry(as in the Migrator patch003 link) or they are holding back for an announcement.
What I normally do is go back to the previous patch, go up a directory or two to get to the root of a certain application then climb up the directory tree myself. This allows me to see what is actually published as opposed to what is made available via direct links from their 'patch' web application. Hope that helps.
