apache it won't recoginse changes to php conf until it's reloaded/restarted

I reload the server (apache, e.g. systemctl reload httpd), but
nextcloud is just a web app, it doesn't start/restart like an app. You
can login/out, but that doesn't affect it. Basically just like any old
web page, you can reload the page, but that's it. After all the tests,
the same old error:
"Call to undefined function OC\\Security\\idn_to_utf8() in file
'/usr/share/webapps/nextcloud/lib/private/Security/RemoteHostValidator.php'
line 38"
