The odd part is all the apps in nextcloud, calendar, contacts, notes,

I've opened an issue with Nextcloud support.

It looks like the most likely cause was the update and minor-version
jump of:
php-legacy (8.2.29-2 -> 8.3.28-1)
Not really any changes to php.ini, so whatever is causing this must be a
change in how//where idn_to_utf8() is (or isn't) defined in the same way
it was in php 8.2? (that's just a best guess)
Any ideas, let me know, or follow up in the nextcloud support thread.
