Quick comment 2: GPL was a radical choice from the beginning of Apertium, specifically because we did not want to allow non-free/closed-source apps based on the Apertium engine. However, the current licensing prevent anyone from building proprietary and completely new language pair data and use the Apertium engine to run it.
