Yes, Google's communication could be better here. I guess they just don't really care about explaining.
The reason still looks ridiculous to me -- but "dura lex, sed lex", and Google has to comply, and then so do we. But it makes me curious -- should I now expect users from Denmark or Greece to show on my doorstep, with their phones in hand, "see, this button doesn't work"? It's a long trip from there to Russia, and there are bears in the streets, dangerous :) It's not clear if Google will accept PO boxes here -- they don't for merchant account addresses -- so we'll see when there actually is a way to enter the address.
