I sure did... your suggestion was to remove all references to "Google" and
"Chrome" which is not the official policy.  Renaming to "Bookmarks for
Google Chrome" would be compatible with the guidelines posted for using
"Google" and "Chrome" in the name of his app.  According to those
guidelines he shouldn't have to completely remove them...

If he wants to do that to play it safe is up to him.  Especially since the
Play Store is horrible about providing helpful resources on stuff like this
and may decide to take his app down even though the name would technically
comply with all requirements.
