Google has no authority to do so for the Android open source project. Google does have compatibility requirements for devices where the manufacturers are legitimately licensing the Play Store and other commercial apps. The requirements for Android 4.0 can be found here: http://source.android.com/compatibility/4.0/android-4.0-cdd.pdf In there, you will see that the requirement is not so much for *apps*, but rather Intent filters.
