I'm no authority in that matter but I believe it is more the other way 
around. Google does not require the presence of their apps on a device. 
Google requires that an Android-powered device has to meet some minimum 
specifications for being allowed to be equipped with Google Play Market and 
so on. And maybe there is some licensing involved I do not know anything 
about.

What I do know is that there are quite a few ultra-cheap Android tablets 
out there which are not equipped with any Google apps at all, no GMail no 
Play Market etc.
