Your content exists outside of Google's system, or your application. What you're doing is similar to a music application that lets one download albums for a fee.

It's hard for me to think that the 30% requirement and processing orders through Android Market would apply here, as such content is not an enhancement to the application, and quite possibly could be sold somewhere else, without involving Android or its Market.

On the other hand, if you were selling something that's intrinsically a part of your app (premium features, content that can only be used in the application, such as the sword example in Dugeons), then yes, that's only possible because someone found and installed your application through Market.

The apps that offer free to pro upgrades via PayPal are in violation of the TOS, but.... just because someone else didn't get pulled over for speeding doesn't mean everyone should do it.

You might want to ask Google Market support for a clarification, quoting a music download app as an example.

This is true.  But not anywhere near as significant when we're
talking about an extra $0.50 or $1.00 to cover the 30% (and
keep it a nice, even price instead of something like $1.43)
vs $1.00 vs $105 vs $75......  That's a significant difference
for the person on the other end......  :-}
