I suppose that you have a problem with some Eclipse mirrors. Try to start with Eclipse IDE for Java EE Developers (http://www.eclipse.org/ downloads/) instead of Eclipse classic. Eclipse IDE for Java EE Developers includes all ADT requirements and you wouldn't access to mirrors.
