Well, guess what. I just updated the tools and now I have this problem. My library projects were working before the updates. They stopped working. I took out the library references with the intention of adding them back in. I can't - a silent fail just like you described. What text did you use to add them in the .project file? I think there are some problems with library projects in these latest updates, whether they are acknowledged yet or not.
