When I was struggling with this at one point I started with a blank workspace and only added the Sample projects. I removed the Library Project reference from the sample and tried to add it right back it, it just would not take. It's just bizarre. Although I may have set the former too. I played with the order in "Oder and Export" too. Some magic combination got it to work. I'm having some SVN issues with my project ATM, so I can't say for sure.
