Exactly, it would be unwise to develop a game for a top of the line
device when it's going to be laggy and slow on standard devices.

I would recommend buying a used G1.  You're forced to target 1.5 and
can install 2.x if needed.  You can also buy it used for ~$60 on
craigslist or ebay.
