The first time the app is run, display a message explaining that a large amonut of data has to be downloaded.
Include information about its location within the phone's file system, and that this data is necessary for the app to work. Give the user an option to download only when the phone is connected to Wifi. Make sure your network code handles connectivity going away and resumes downloads as necessary. There are a few file explorer down there, and for X reason people can remove data using them. The problem is that if that data is removed, it has to be downloaded again. 3G in my country is yet a poor technology and very slow. As Filip says, data can be accessed, although there's no copyright or licensing issues I'm concerned in data availability. Data is public indeed, but I want to be sure that the media is there and nobody had removed it. I'm also aware that 160mb is a huge quantity of space, but is what the application needs (it's a guided tour with audio related to the tour you are doing.
