amanda uses a bit of a different paradigm, deciding on its own when
to do what with a scheduled backup window.

2 would seem to be the choice I'd choose, backing up to a huge local
storage, then when that is completed, rsync it to the other location,
which could be an offsite paid location. I'm in the process of building
a backup server out of a bananapi-m5 with 4, 4T drives in a volume
managed total of nearly 16Tb myself, + a 500Gb holding disk, but will
not be using any off site storage. This will give me about 60 days worth
of backups for the important parts of around 7 other machines here once
fully configured. By offloading the server to the pi it won't matter how
fast it is as long as it gets a run done before the next days scheduled
start, it all becomes a background process.
It might be possible to have all the heavy lifting of the copy's take
place from the holding disk by modifying that to make the copies, I've
not tried that as there's a huge amount of houeekeeping associated with
it that would force serialization, Much easier and likely faster to do
the main backup to local storage, let it complete then rsych it to
outside, offsite storage in a wrapper script.
ATM I'm waiting on some 7 port usb3.2 hubs to service the stack of 4T
drives on startech usb-sata cables. They are somewhere on an amazon truck.
