You will indeed want to set the file association to be vlc. You can do this from within vlc, in the simple preferences dialog. However, I'm not sure how accessible that particular area of the interface is. He preferences dialog is unfortunately a bit of a frustrating experience for screen-reader users, though things can still be done with it. Anyway, I think it's better, especially if you have Windows 10, to do this from within Windows itself rather than trying to get programs to make changes to the operating system.
