What is wrong with HE and Cogent? We've compared their routes to Level3,
Sprint, XO, Zayo, etc. and HE has the lowest latency routes out of
Minnesota and Cogent is better than all the other big names as well. Each
POP location we pick them up from has redundant routes out and we have had
no downtime from either provider.

Not sure if your POP locations are different but we, as well as every other
major regional ISP in our area is going to Cogent and HE for bandwidth and
we've had no problems. I'm sure this was different 3-5+ years ago but
today, they both have VERY solid networks in our opinion and their support
contacts have been very responsive with questions we've had.
