I have a few of these on my windows 10/11 machines. If I remember
correctly it might require a firmware upgrade. I may have also booted in
to linux to change the mode on them as well.
If not I have had good luck with the x520 and x710 Intel cards too.

Chances are that card is in infiniband mode and need a quick swap to
ethernet mode with their utilities. For cheap simple windows I
would say grab an x710 intel based card, pretty cheap now a days.

I'm looking to change the 10G adapter in my Windows11 PC. I have a
Qlogic BCM57810 now, but I think that it's causing my PC to randomly
crash. I picked up a Mellanox ConnectX-4 LX, and windows recognized
it, and both windows and the Fiber switch show the interface up at
10G, but it refuses to get a DHCP Lease. I even tried booting into
Linux with the same result.
I don't have to use fiber SFP, but I have a lot of Fiber SFP's laying
around. Are there other workstation 10G cards I can try with windows
drivers?
