I do agree that a tagged release is necessary to get updated versions included into the various distributions. Even though master is very stable, that's not enough.
I don't think an automated process is necessary though: as long as zeromq adheres to semver versioning (scheme suggested, but does it?), it's more complicated than counting commits. maybe it helps turning the question around: what is necessary to release the next version (point release).
