Try opening the file from a terminal

$ atril filename.pdf

See what warnings appear. The warnings may indicate you are missing a
library or config file, for instance.

If there are problems with atril, for example, you can try re-installing it.

$ sudo apt-get remove atril
$ sudo apt-get install atril

I have no idea what office menu means. Do you mean LibreOffice and the
File | Recent Documents command? If so, LibreOffice does not natively
open PDF docs. It has its own ODT, ODS, ODG file formats.
