I volunteer to make Xorg+Xvfb-only releases just like we have with Xwayland. https://gitlab.freedesktop.org/xorg/xserver/-/merge_requests/709 MR has a proposal of how this could happen which almost exactly mirrors an older XWayland-specific proposal.
I would like to ask any feedback to be written on the merge request page to keep the discussion in a single place.
