Actually, why are those in the root dir, and not confined under
something like AC_CONFIG_AUX_DIR([build-aux])?

Many (if not all) drivers and tests specify AC_CONFIG_AUX_DIR(.)
which kind of defeats the point of the macro, and I never changed it
on the driver I maintain because I suspected there might be a rationale
for that? So if there is, it would be nice to know. :)
