Specifically, yes.

It allows for much easier identification of related areas of work, and
it ends up as a mostly-up-to-date list of small-to-large tasks, e.g. for
students looking for a semester project.

For the ~10 or so people working full-time on the project, perhaps. 
Very definitely not for people new to the project.

No-one, not even the main developers, are going to go and grep the
codebase for a todo list, and this is a sure-fire way of not improving
the status quo.
