ARM Dom0 creation was broken by the said commit because ARM neither provided XEN_DOMCTL_CDF_hvm_guest nor had CONFIG_PV set.
Set XEN_DOMCTL_CDF_hvm_guest flag for ARM Dom0 to fix the issue. Also set XEN_DOMCTL_CDF_hap while at it.
