This is a problem: I think we had settled on the test being unreliable in
the first place long ago, due to it being undefined what the ACPI power
button would trigger inside the guest. Looking at the history of this test
on this branch, I see that it did succeed on exactly 3 flights (for
comparison, it has never succeeded on master, 4.11, or 4.10). I don't
think this should be used as a justification to prevent a push, but I can
see that setting up suitable rules/heuristics might be difficult. Force
push?
