Function vcpu_affinity_domctl() is responsible for
XEN_DOMCTL_{getvcpuaffinity,setvcpuaffinity} domctl-op, and shall be
wrapped with CONFIG_MGMT_HYPERCALLS. Otherwise it will become unreachable
