https://libelektra.org/ will provide a solution for that, we have considerable progress in providing both kconfig and gsettings backends recently. The current maintainer has the goal to make these two backends mature. KDE, GNOME and vendors could implement overrides and fallbacks using Elektra's specifications. This can, of course, be used in many more areas far beyond than just default application handling.
