As part of the work on the Chromium Android port of WebKit, Sami Kyostila is planning to implement the -webkit-overflow-scrolling CSS property in <https://bugs.webkit.org/show_bug.cgi?id=78664> behind an ENABLE(OVERFLOW_SCROLLING) flag. This feature is non-standard but has been shipping in Mobile Safari for some time:
