media/track/webvtt-parser-does-not-leak.html is flaky failing and timing out

`webvtt-parser-does-not-leak.html` has always been flakey, but at some point it
got worse
when it took longer for free documents to be garbage collected. This test
failed if no
iframe document had been collected in 50ms. Increase the maximum interval for
an iframe
document to be collected from 50ms to 500ms because tests often run under
extreme load
on CI.
