[AppKit Gestures] Make UseAppKitGestures a defaults-overridable preference

This patch enables overriding the default value of UseAppKitGestures
with a platform user default, which is helpful to see AppKit gesture
adoption behavior in non-Safari clients, among other things.
No change in functionality, so no tests.
