Have MediaPlayerPrivateWebM demuxer run in the content process.

Reviewed by Eric Carlson.
The WebM MediaPlayer running in the web content process and using the
AudioVideoRendererRemote
is now at feature parity with the MediaPlayerPrivateRemote.
We can enable it by default.
