[build.webkit.org] Disable reporting on dashboard tests

History of dashboard tests is not very valuable, and confuses history for the
combined
runs of our other tests. Stop reporting them.
* Tools/CISupport/build-webkit-org/steps.py:
(RunWebKitTests): Move `--report` url into dynamic `run` function.
(RunDashboardTests): Stop reporting dashboard tests.
