[SPI checking] Use of -isDeviceConfiguredForPasskeys broke internal builds

Unreviewed build fix.
This is API in iOS 26.1, but internally we still build 26.0 and its
usage is failing audit-spi. There's no reason to check SPI for shipping
releases, so toggle WK_AUDIT_SPI for iphoneos26.0.
