Namely: the idea was to enforce lockstep across client/server props to distro packaging. Most distributions mandate that the runtime version is the same (or later) as the one used at build-time. Still vast majority of distros, have no run-time package/dependency of wayland-protocols (rightfully so), so that won't work. Therefore the extra steps [of moving wl_drm, bumping version requirement] do not buy us anything, but some potential disadvantages :-\ So the idea goes in the bin. The alternative route (as covered in the thread) might be painful, but it seems like the only reasonable option.
