I think you're getting confused somewhere.

A single project/tarball can have multiple "packages" - .pc file and
corresponding libraries/headers.
In the example here we have two:
 - frontend, library and header - used by VLC/mpv/etc
 - backend, header only - defines the interface between the library
and the vendor implementation.
