I think he is asking how to run Wayland so that it controls more than
one monitor. This has nothing to do with how windows act once Wayland is
running.

what exactly do you want to do, what is the use case?
Is it for desktop or some non-desktop (e.g. phone, STB or IVI)
environment?
Would the maximize/fullscreen protocol with the set_output request in
xdg_shell fit your need?
