I think your proposal adds enormous complexity and potential for bugs, as well as inconsistent and potentially annoying behaviour the default. With this, clients would have to go out of their way to do the right thing, rather than just having the right thing always happen. Think of things like Alt-Tab in particular: if you have to round-trip to the client, anything you type after Alt-Tab but before the roundtrip hits is going to go to the first client, rather than the one you switched to. So do you repost the keys and tell the first client to ignore them? This holds true for a lot of global shortcuts too. I'm still not sure what problem this proposal is trying to solve.
