yeah, the idea I'm trying now is to set the type to META_WINDOW_OVERRIDE_OTHER
for grab-less xdg_popup (leaving the current value of META_WINDOW_DROPDOWN_MENU
for xdg_popup with a grab) and then set places_on_top to true for
META_WINDOW_OVERRIDE_OTHER.
