save the above as /etc/udev/hwdb.d/90-somefilename.hwdb, run sudo udevadm hwdb
--update, restart. If you run evemu-describe afterwards you should see the x/y
resolutions set to 12/15 and I suspect the original hysteresis margin may be
good enough now.
