This is the same as bug #55183, but for weston as opposed to libwayland.
Projects that wish to work with weston specific protocols need to copy have
copies of the protocol xml files. e.g. maynard has keeps a copy of
desktop-shell.xml.

It would be great if the appropriate protocol xml files from weston were
installed and discoverable like they are with libwayland.
