In multi-display setup, desktop shell toolbar is missing in one of the display
(primary). Mouse over the desktop shell launcher icons in that display to
reveal the shell toolbar. See attached image.
Steps:
1. Two displays are connected
2. Launch weston.
3. Notice the missing toolbar in the primary display
