A partial update shouldn't occur. Now of course in SPARQL that means a combination of INSERT and DELETE, so you do have transaction management issues in play with regards to commits and rollbacks which exist in SQL but not SPARQL. Please share more information about what you are executing and why you think a partial UPDATE may have occurred.
