It is not clear to me exactly what about the Virtuoso SPARQL 1.1 or ORDER BY
and LIMIT internals you are seeking, but Virtuoso does support SPARQL 1.1
details of which can be found at [1], there is also a tech note on the use of
LIMIT/OFFSET in queries with an ORDER BY clause at [2] .
