You need fine-grained ACLs for this functionality. That's part of the commercial edition [1].

The Deploying Linked Data document [2] mentions 'quality of service rules', but I was unable to find additional information about the availability and usage of such rules. Do commercial editions offer additional features for this compared to the Open-SourceVersion?
