You are right, it had nothing to do with
DB.DBA.RDF_DEFAULT_USER_PERMS_SET() .
When I started a new, empty database I ran into the same situation...

Apparently I broke some privileges for dba user (or http access?).
How can I fix this?
I do have isql access for dba user!
