When using a WebID profile / URI generated by http://webid-demo.openspring.net/, I'm not able to use http://id.myopenlink.net/certgen/ to generate a certificate. You can try with http://webid-demo.openspring.net/user/17#me for example, it says "error: Could not retrieve data from URL". Yet, in my apache logs, I see:

194.109.117.218 - - [11/Jan/2013:12:14:37 -0600] "GET /user/17 HTTP/1.1" 200 9473 "-" "OpenLink Virtuoso RDF crawler"

This looks like bug .

You shouldn't use the FOAF option for your scenario, pick the (X)HTML option instead. Net effect, you can specify the WebID of your choosing for the Certificate being generated. This will solve your current problem.
